HART is accredited to provide Motorcycle learner permit and licence training and assessment services on behalf of VicRoads.

About the Learner Permit Course - the first step in getting a motorcycle licence in Victoria

The Learner Permit course has been developed to provide critical riding skills for all experience levels. Importantly, this 2-day course teaches you the fundamentals of motorcycle control, and introduces riders to safe on-road riding behaviour and promotes a positive rider safety attitude.  HART provides all motorcycles, helmets, gloves and jackets for the duration of the course.

The Learner Permit course has strict pass/fail criteria set by Vicroads. You will complete a multiple choice theory assessment, and two practical riding assessments.

Once you have passed all assessments and met all eligibility criteria, HART, on behalf of Vicroads, will issue you a learner permit.

On the day

Riding a motorcycle requires a high level of balance, coordination and concentration. We are not born with these skills and everyone will learn them at their own pace. Being able to confidently ride a bicycle is important, as balancing a bike is fundamental to riding a motorcycle well. If it has been a while since you have ridden a bicycle, it is essential that you practice prior to attending your course.

For your own safety and the safety of others, the instructor may stop you from riding during the course. If you are stopped from riding, HART will give you a free 1 on 1 session with an instructor and we will book you into the two day course again free of charge.

Prepare for the course and knowledge test by studying the VICTORIAN RIDER HANDBOOK. This book is free to download from the VicRoads website, or for purchase from Vicroads or HART.


Plan to arrive at HART at least 20 minutes before the scheduled start time. If you arrive after the course has started, you will not be allowed to join the course. Due to the nature of the training and assessment, HART is unable to catch you up or let you join a course that has already started. If possible, HART will endeavour to book you in to another course as soon as practicable. It is important that you arrive at least 20 minutes before your course start time to avoid disappointment.


You must bring with you:

  • Your current driver’s licence or car learner permit,
  • If completing an overseas licence conversion please call 9270 1377 as additional details may be required.


What to wear:

You must wear full skin coverage clothing from the waist down, no shorts, three quarter pants, torn or ripped jeans. Dress for the weather conditions, remembering that you will be outside for most of the course. HART will loan you a motorcycle jacket to wear during the course:

  • You should wear jeans, or other full-length sturdy pants
  • Boots or sturdy shoes

If you are fortunate enough for it to be raining on the day of your course, it will still go ahead. HART will provide you with wet weather gear to use during the course.


Cancelling or changing your booking

You can change or cancel your booking, provided you give at least seven (7) days’ notice.  A 10% administration fee will apply. There are no refunds in the following situations:

  • Lateness in attending the course
  • Proof of identity issues
  • Incomplete medical clearance
  • Delays caused by traffic or motor vehicle incidents
  • Bad weather conditions
  • Failure to attend your course or remedial lesson

If your HART course is impacted by a Government mandated COVID lockdown, you will be notified by SMS or email that your course has been cancelled. HART will contact you to reschedule your course at no cost to you.


Approximately 15.5 Hours over two days.

The course times are usually 8:00am - 4:00pm on each day. Check your confirmation email for exact times. (Please note course finishing times are a guide only, and your course may finish at a slightly different time.)

  • Vic Roads permit issuing fee of $25.60 and assessment fee of $19.80 *(All VicRoads fees are included in the price of the course)

Retrieve your Honda ID

Forgotten your login name

If you have forgotten your login name (the email you used to register) then you can recover it by calling customer relations on 1300 559 846 weekdays between 9am to 5pm AEST.

Recover your password

To recover your password you must enter your email or login name. And an email will be sent. This email will contain a link that will allow you to select a new password. Once you submit your email or login name, the link is only valid for 4 hours. After that you must submit your email or login name again.
